It stores its full configuration in a single wp_options row: cookie_notice_options. That row carries the banner message, the accept and refuse labels, the position, the colours, the redirect target if any, the compliance-mode toggle and the recently added Cookie Compliance integration settings.
SleekView Charts reads that row across one site or every site in a multisite. A Number card counts sites where the banner is actually enabled.
